Lieutenant General Dimitrios Houpis was born in 1965 in Nea Kerdyllia - Serres. In 1983 he was admitted to the Evelpidon Hellenic Army Academy from where he graduated in 1987 at the rank of Signals 2nd Lieutenant. As a 4-year Cadet (Evelpis) in 1986-1987, he served as the Chief Master Sergeant of the Hellenic Army Academy.

He graduated with exemplary performance from all the colleges and schools of his assigned arm, he attended Signal Officers Telecommunications-Electronics School for two years (Radio-electrician A΄) as well as the War College where he distinguished himself. He was trained in Schools of the Arm’s Specialisation and of Special Forces in Greece and in the corresponding schools of NATO-Germany (International Long Range Reconnaissance Patrols, Communications-Crypto, Electronic Warfare Operations Planning, Human Resources Management). He is an active free fall paratrooper. In 2012 he was selected to attend ΝΑΤΟ Defence College (SC-121).

During his career, up to the point when he was promoted to a high-ranking officer, he served in Units of Signals, Electronic Warfare, Electronic Surveillance and Special Forces. He served for three years as the Group Leader of the Special Paratroopers Detachment. As a staff officer he served in staffs of Formations, Major Formations and in HAGS. As a Commander he served for two years in the Electronic Warfare Company of the 4th Army Corps (Xanthi), Commander of the Signals Company in the Hellenic Force in Cyprus, Signals Commander of the II Mechanised Infantry Division (Edessa) and Unit Commander at the 472 Surveillance-Information Battalion of the Higher Military Command of Interior and Islands (Unmanned Aerial Vehicles). He has served for three years in the International Staff of the Hellenic Military Representation in NATO - Brussels (2006-2009) as Staff Officer of the Communications Planning for the Alliance in Afghanistan (ISAF) after his successful certification as Project Manager Practitioner by NATO, as Chief of Staff of the 80 Higher National Guard Battalions Command (Kos) (2013-2014), Head of Current Operations Department (HAGS/Α1, 2014-2015) and as Director of the 1st Deputy Chief of HAGS Executive Office (Operations-Defence Planning-Training, 2015-2016).

He was promoted to a High-ranking Officer (Brigadier General) in 2016 and was assigned as the Director of HAGS Recruited Soldiers Division (2016-2017), Brigade Commander of the 80 Higher National Guard Battalions Command (Kos, 2017-2018), Deputy Commander of the Hellenic Army Academy (2018-2019) up to the point of his promotion to Major General. In 2019 he was promoted to Major General and assigned as the Commander of the Hellenic Army Academy, in 2020 as the Division Commander of the 95 Higher National Guard Battalions Command (Diagoridon) and in 2021 as the Director of the E’ Staff Directorate of HNDGS.

As decided by the Governmental National Security Council assembled on 9 March 2022, he was assigned as the Commander of the Higher Military Command of Interior and Islands.

He has been awarded all the stipulated decorations, medals and commendations, as well as the Paratrooper wings of 5 NATO countries.

He is a Doctor, with full marks, of the School of Electrical and Computer Engineering of the National Technical University of Athens in Information Transmission Systems. He holds specialisation qualifications on the subjects “Strategy and Diplomacy”, “Strategic Planning and Crises Management” and he is also a graduate of the 7th Training Series of the post-graduate seminar “lifelong learning” in the Continuous Learning Institute, under the aegis of HNDGS. He has published numerous scientific essays, articles, studies and announcements in international magazines and conferences on subjects of his doctoral thesis, crypto-security (chaotic cryptography–fractals), cyber-warfare strategy and special subjects on Unmanned Systems.

He is a fluent speaker of English and French at the working level. He is married and has 3 children (1 daughter Clinical Dietician and 2 sons Officers of the Special Forces).
