HAGS, in cooperation with the Ministry of National Defence’s competent authorities and the Hellenic National Defence General Staff and within the framework of its constant efforts to upgrade the energy efficiency of its infrastructure, has included in OP NSRF 2014-2020 nine (9) relevant projects [Energy upgrade of the Headquarters of the Hellenic First Army – D Army Corps – XII Mech Inf Division – ΧVI Mech Inf Division – IV Support Brigade, the 401st – 404th – 424th Army Hospitals, the Court Martial building in Larissa, and the Hellenic Military Academy (Evelpidon) facilities], thus contributing to the achievement of the goals of the National Energy and Climate Plan (NECP).

More specifically, in 2019, appropriate action was taken within a very short time by the then Commanding General of the Hellenic First Army, in close cooperation with the Head of the Region of Thessaly, Mr. Konstantinos Agorastos, to include in ROP Thessaly 2014-2020 the modernisation and energy efficiency upgrade of the Headquarters of the Hellenic First Army, as well as the energy upgrade of the 404th Army General Hospital of Larissa. The two aforementioned projects have been included in the best 200 “green” projects of the EU European Commission’s Green Deal:

In particular:

a. The project concerning the energy upgrade of the Headquarters of the Hellenic First Army, totalling €1,523,000, was included in the Region’s OP by means of Head of the Region of Thessaly decision Nr. 3802/17-10-19. A contract was signed with the contractor on 15-10-20, following a tender that was completed on 7-10-20. Works are scheduled to start on 15-01-21 and are expected to be completed by June 2021; these include:

- Heat insulation of the roof.
- Installation of a heat insulation system around the building.
- Replacement of doors and windows with new, thermally broken, metal, double glazed ones.
- Installation of an air conditioning system featuring 14 VRV heat pumps in a cascaded configuration, with new floor terminals.
- Installation of a cascade of 2 air-water heat pumps with a total nominal output of 32KW in the auditorium and the operations centre areas.
- Replacement of light fixtures with LED type lights.
- Installation of a 100KW solar panel system.
- Introduction of a BEMS system.

b. The energy upgrade works of the 404th Army General Hospital of Larissa, totalling €1,065,508, are already in progress and are expected to be completed by January 2021. The inclusion of the project in OP NSRF 2014-2020 was approved by means of Head of the Region of Thessaly decision Nr. 354/31-1-19, while the relevant tender took place on 21-8-19. The contract with the contractor was signed on 24-4-20.
