Lieutenant General Michail Klouvas

Lieutenant General Michail Klouvas was born in 1966 in Piraeus. He graduated from the 1st Piraeus High School and was admitted to the Evelpidon Officers Academy, from which he graduated in 1984 as an Engineer 2nd Lieutenant.


He has attended all Engineer Schools and Courses, at the Engineer Officers Training Academy, at the Supreme Joint Army War College, and the Hellenic National Defence College. During his career and to date he has served at Engineering Units and Services, at the Cypriot National Guard General Staff as well as NATO Allied Commands (Constantinople – Afghanistan). He has served for 2 years as Captain Deputy Commander of the 96th National Guard Engineer Battalion (Armolia, Chios) for 2 years as Major Commander of the 7th Engineer Company (Provatonas, Evros), for 3 years as Lieutenant Colonel Commander of 747 Special Engineer Batalion (Loutraki) and for 3 years as a Colonel, as Engineer Commander of the Hellenic Army Supreme Military Support Command in Athens.


As a General Officer, he has served as Brigadier General since 2018, Major General from 2021 to 2024 and to this day serves as Director of Studies and Construction Directorate (ΜΟΜΚΑ) of the Hellenic Army National Defence General Staff.
During the discharge of his duties as Engineer Commander of Hellenic Army Supreme Military Support Command, in the three year period 2014-2017, he assumed a significant role in the solution of the migrant crisis, by studying and overseeing the construction of the totality of the number of migrant housing structures, in the refugee camps of Schistos, Skaramangas, Malakasa, Eleonas B-C, Ayios Andreas, Eleusis, Ritsona, Thiva, as well as the construction of Centres of Welcoming and Identification with little houses on the Islands of Leros, Kos and Chios.


As Director of Studies and Construction Directorate, from 2018 to 2024 he has contributed to the design and materialisation of critical infrastructure, at the study level (transferring of the prisons of Korydallos-Ioannina-Chalkida, drawing plans for the layout of the General Layout Plan for the Naval Station of Crete and the Naval Base of Almyros), as much as on the construction level (digging of roads, construction of airports, marine constructions and maintenance of the road network) in frontier regions for the most part, isles and islets. The totality of his works throughout Greek territory during the time he commanded Studies and Construction Directorate is more than fifty.


Also, in the framework of his duties at Studies and Construction Directorate, he has contributed to facing the greatest natural disasters that befell Greece in the last years (Floods in Western Greece, in the Ionian Islands, in Mandra, Attica, the Wildfires in Mati, the storms IANOS-DANIEL-ELIAS etc.) with the repair of roadworks (laying bridges) and designing and constructing flood control structures.


He has been awarded all decorations, medals, and commendations provided for.


He is a holder of a Bachelor’s Degree in Civil Engineering (structural engineering) and a Master’s Degree in “Structural Design & Structure Analysis” at the Faculty of the National Technical University of Athens (Metsovio). He has completed studies at doctoral level in “Constitutive Modelling of cement in fortification works of great width”. Since 2011 he is professor at the School for Technical Formation of Engineer Officers (ΣΤΕΑΜΧ) for the class of “Fortification”.


He speaks English and he is a certified advanced open water diver, and a single harness parachutist. In his free time he does open sea sailing at a competitive level.
